How to find out the MsgID?

Hi, everyone!
I wanted to modify the keyboard shortcuts. So I opened Simcity_1.dat file and found out 4 keycfg files in it.

But now, I have a problem:
In these keycfg files ,there's a MsgID in each key. For example,

K    = 0x6a935e14   "Build Elementary School"

I couldn't find out where this MsgID is.

I think this is unfortunately part of the EXE so we can't new items, unless they are in the EXE and just not used.
So there can't shortcuts for Custom Content, but any maxis items not on that list may be able to be added.

Oh, I can't modify the keyboard shortcuts.

But I have an idea: replacing the Maxis buildings. What do you think of?

You can change the shortcuts as long as the MsgID is already in the KeyCFG but you can't add new ones,
So you can change the elementary school from K to something unused.
I'm not sure about replacing maxis lots I think you can but I'm not sure if any problems occur.

I think I can only change the key.
And I'm sure it's no problem to replacing maxis buildings, because I have tried to remove the maxis buildings and the game haven't crashed out.

I think it's good idea to swap some change-speed keys and some zoom keys.
