The SC4 Devotion Forums are no longer active, but remain online in an archived, read-only "museum" state. Highway signs

Many salutations, everybody! I have seen several RHW tutorial videos on YouTube where highway signs are added as a final touch but without any clue where to get that capability. Where should I start looking?
