is there a program to randomly create terrain for making a region?

There are a lot....
Try Google for "World Machine" (I like this best: http://www.world-machine.com/index.php a lot of Options....), or "terrain generator"

Edit: this doesn't create Regions for simple input, just Grayscales for import and render!
