FLUPS under OWR-3
Just wondering if such a piece exists or if there is a custom piece out there I'm not finding?

To answer your question, the piece you're looking to find does not presently exist in the NAM. FLUPs development had mostly stopped by the time the NWM networks came into being, and there's been some as-of-yet unrealized plans to reimplement the FLUPs system.
RTMT (Road-Top Mass Transit) is in the process of making some stations for the NWM networks that do support FLUPs undercrossings for their long-in-development Version 4.0 release, so if the FLUPs reimplementation doesn't happen before the next RTMT, there will still be some way to cross under OWR-3.
As is typically the case for these sorts of projects, there is no estimated timeline for release of either RTMT 4.0 or any future NAM releases, but rest assured, there are plans in action to cover this situation in some capacity in the (hopefully not too distant) future.

While there isn't a FLUP for a OWR-3 available, it is possible to have a viaduct go over a sunken OWR-3 such as this attachment
If I understand, tunnel under OWR-3?
