Yep but its tried and true proven to work method.  I used to do that when I didn't want a long bridge leading to islands, so I would fill in the river, and create the tunnel, and then dig the river out again

Hehehe thank you , i'm trainning sometimes with RHW yet, i dont know use RHW so , but when i get skills ,i'll another mountain city , but using RHW ,im trainning RHW yet hehe
