plug_in manager

Hello,

I don't know if this the right place to ask about the plug-in manager? If not feel free to put it at the right place.

This is some text from the help file:
Step 2) Locate a SC4model file.  To locate a model file click on "Models" in the left column.  In the right hand column you should see a list of models.
But all i have is this:


All the other maps are also empty

How do i get all the plugins from the map in mydocuments/simcity4/plugin into the plugin manager

Edit: I deleted the plugin manager and after that i installed it again and got this message: Error loading properties XML file
