CAM - Stage Limits and Thresholds (CAM 1.0)

These properties determine the percentual chances that buildings of a certain growth stages will appear (depending on the size of your region).

The threshold values are regional, and separate for the Residential, Commercial and Industrial development (see below).
Note that you need to have neighbour connections, either by road or rail, in order to see the capacities in your surrounding region.

These are the central properties that have been modded for the CAM in order ot enable the upper stages.

Residential Stage Limits

The threshold values are in all cases the total regional residential capacity (not population): R§ + R§§ + R§§§.

Specifically for the CAM, the threshold values are set higher for R§§§ than for R§§, and higher for R§§ than for R§.

Commercial Service Stage Limits

For the CAM, the threshold values are set lower than for residentials, since the commercial capacity is seldom higher than 50% of the residential capacity.

Agricultural Stage Limits

The threshold values are in all cases the total regional industrial capacity (not workforce): ID + IM + IHT.
Note that IR (agricultural farms) are not included in the regional industrial capacity!

In Rush Hour stage 3 farms took over as soon as the regional industrial capacity grew.
For CAM, the emphasize was simply to get an even distribution of farms of different stages, with the addition of the special stage 6 and 7.

Well, thanks to that $ buildings get a higher chance to grow to higher stages before $$, which in turn can grow to higher stages a little before $$$.
That's how it's been from the start by Maxis, and even more so in Rush Hour, where $ buildings could grow in stages significantly faster that they do in CAM.

Since lower wealth buildings of the same stage as higher wealth buildings generally are a lot lower in height, this is also the natural way.
You wouldn't want 20-story stage 9 $$$ buildings to be able to grow before 10-story stage 8 $ buildings could get a chance to grow
(which would be the case if you made it the other way around).
