Does anyone know what my problem is here, with neither the tracks nor the dirt road showing up?

It's a known bug, fix is available in the first post of the SAM thread. Direct link here. Just place it in the SAM folder.
Has it really been almost 2 years?

Thanks Ciuu96,

I looked through the SAM thread, but didn't see anything on it.  Maybe it was the wrong thread, the thread I was reading had 76 pages to go through.  Anyways I followed your link, and download the missing file, put in with the rest of the textures, restarted the game...and sure enough problem solved!
