Apologies for the delay in replying to these requests. RL has been not good for a few months and I have neglected this thread.
Ranges have been allocated as follows:

simcitler - 0x5f855d00 to 0x5f855dff   
nijomi - 0x5f855e00 to 0x5f855eff   
paeng - 0x5f855f00 to 0x5f855fff   
All ranges are inclusive.

That's only applicable to textures created in SC4Tool.
For prop families, read Barby's SC4PIM User Guide.
