!Need Help!-Massive Crime Problem

I have a city with 85k population, around 27000 commercial  jobs, and about 12k industrial (mainly high tech)
on a medium sized map tile

I have recently add a small international airport (the biggest one u can get)
also i started getting residential high rises not too long ago
when i first added the smaller airport i had a crime wave (not as big)
and then i was able to get it down to around 4 crimes a month until i destroyed the small airport and add the big one
but now i have on average 20 crime a month
i have:
3 deluxe police stations
2 large police stations
2 small police stations
5 police kiosks
1 jail
all of them are at maximum funding
How do i fix this???

Also I have almost all of my commercial building have low customers....
Even to get medium customer 2400 cars have to be passing it... 
ive never had this problem before
i used to only had to 500 or 600 cars to get medium
