that would make sense, but seriously have no idea what caused them to take up walking on water as a hobby, they are standing in front of one of the seaports (from x-port install), perhaps they were meant to be on the jetty?

I used to use the fire disaster tool to chase the citizens. When they reached the water they were walking on water, but I did that in SC4. Not sure about RH though.
