When I try to start SC4 Tool, I get an error when it tries to read new_properties.xml and new_properties.xsd. Can anyone help me?
Could you please post the error log? Also, try to open the "Settings.dat" inside the "System" subfolder with Notepad and check if the paths are set correctly - if not, adjust them manually, save the file and try again.

Hmm, and you didn't edit new_properties.xml manually or something like this? Which Windows version do you use? If you're using Vista or Win7, you have to run SC4Tool in WinXP compatibility mode and with visual styles disabled, otherwise it might not work properly, or not at all. Also, try to run it as administrator.

I didn't edit the file manually. I have vista. When I run it in WinXP compatibility mode with visual styles disabled and as an administrator, I still get the error.
Try uninstalling and reinstalling. I've just uploaded a slightly updated version of SC4Tool today, which has the updated FSHlib.dll that Null45 (thank to him!) included. It has also a slightly reworked building reference, but there were no other bugs fixed, since simrolle has been sucked up by RL, as it seems.
I've tried uninstalling and reinstalling and doing this doesn't make it work.
