This is the thread for the Traffic Simulator Configuration Tool which is introduced with the new NAM May 2010 and configures the NAM Unified Traffic Simulator (or NAM Simulator for short).

To run the tool you need JAVA Runtime Environment (JRE Version 6), can be downloaded here: http://java.sun.com


If you have problems starting the TSCT check this:
- Open a command shell and enter java -version. It will print your Java version and test, if the paths are correct.
- Go into the TSCT folder (cd <path to TSCT>) and then enter java -jar TSCT.jar. This should start the program or tell you what's wrong with your installation.
- Next version of program will have a TSCT.bat which will start the program even under Windows 64 Bit.


If you want to translate the program to your language, please send me a PM and I will tell you how to do this.

Any bugs, comments or ideas, please post to this thread and I will see what I can do.

Hi, I have a problem with TSTC. When I installed it, it was OK, but when i tryed to run it, my dad's Nokia Ovi Suite launched instead of TSTC. Any ideas how to fix it?  ()what()

Do you directly start it double-click on the jar File or from the Desktop icon?
Check the properties of the Desktop icon of TSCT. Is it linked to %programs%/Trafic Simulator Configuration Tool?

It happens because the Nokia-Ovi Suite is associated with .jar files (this file are used as programs on Nokia or other Symbian-OS phone)
If you want to solve this, go in Control Panel -> Folder Option -> Tab "File Type", scroll to the jar extention select it and click on Change button; in the window select Java(TM) Platform Binary from the programs list or if don't appear browse to the program, and check the box under the list, then click OK twice and this should solve the conflict.

I'm unable to launch TSTC since I downloaded and installed the 2010/08/09 update.  Sometimes I receive the language prompt twice then nothing happens, and sometimes just nothing happens.

Hi ScottFTL,

check in the program folder for the subfolder lib, if the library "forms-1.3.0.jar" is in it.
I've updated the FormLayout library to the newest version, so if you only change the TSCT.jar this error may occur.

I was coming to the thread to post the same as ScottFTL. Checking in the lib folder, I have a file "forms-1.2.1" after running the installer. Should it be "forms-1.3.0.jar"?

Just checked on this end.  It looks like the updated Forms file didn't make it into the release version--it was in the build on SourceForge, though, and that one appears to work fine.

I can confirm that the LEX version does work now.  Thanks for the quick fix.

I'm seeing another problem.  I can't seem to disable backups now.  When I change the number of Backups to 0 under Tools > Options, it reverts to 5 when I reopen the TSCT program.  I actually don't think any of the options are being saved since I am prompted to choose a language each time the program is launched.  I also tried changing some of the other options, but all return to default on the next launch.

The program created a subfolder named data in which the file TSCT.conf is saved with the stored values.
If it can not create this folder/file it will start from scratch.

Maybe you use Windows 7 and the folder has not the rights to write in it?

Hi,

Really liked the TSCT, allows you to make a Traffic Simulator matching your own needs. I would like to ask some questions, though they are not stictly TSCT-specific (concern Traffic Simulators in general), however I think they aren't irrelevant:
- How does the Noise parameter work? A higher value means higher or lower noise? Or the effect of noise maybe?
- What do the Highway Bus Lanes and Park & Ride parameters affect? What do they require?
- I have tried to build a satelite city (to a lerger one), however it suffers from long commute times (as reported in the queries). This city has jobs too, but sims prefer to commute to the large city, rendering the commute as "long". If I destroy connections, sims find jobs in the satelite city, and commite time drops an awful lot. Of course this is not correct: if commuting to the big city makes commute "long", this should be taken into account for the job/route selection (not just for the calculation of the commute time, and this AFTER choosing the job/route), and thus sims should prefer the joibs in their own city. Any way to fix this?

It determines the effect of noise on businesses and residences.  A full explanation of how it works can be found in the User's Guide, under Help.

Highway Bus Lanes increase the speed of buses on highways by 10 kph, generally making them more attractive to Sims.  Park & Ride changes the traffic simulator so that cars cannot transport Sims all the way to work, in the same way that mass transit can't.  As a result, you have to build suitable parking for Sims, so that they can switch to mass transit, as the only way to end up at their jobs is on foot.  There's a little more on this in the User's Guide as well.

Unfortunately, no.  The game is hardwired so that commutes to other cities are always considered long.  However, as you noticed, this is not taken into account very much for the job/route selection, although it does have some effect.  You can increase the preference Sims have for jobs in their own city; this is where desirability comes in.  Sims will travel a bit farther to get to desirable jobs in their own city rather than cross a city border that's a little closer.  The more desirable you make your in-city jobs, the more likely the Sims are to go to work there.

As for the commute time, it's just plain broken when you start to factor in inter-city commutes.  It rises way more than it should for these commutes, completely throwing off the average commute time.  To some extent, the average commute time in this case is just a measure of how much inter-city traffic you have.  Again, this behavior is hardwired into the traffic simulator, and we have no control over it, other than adjusting the scale on the Commute Time Graph, which is of very limited usefulness.

So the hwy bus lanes increase bus speed on hwys. I don't think I'll be using this, first of this requires a big busstop network, and a lot of highways, along with a relative lack of other MT types. eg subways or GLR, to be attractive. Quite unlikely for a large city (to have a need for hwys). And I'm afraid you will see lots of buses on the hwys (uhhh). And the park & ride feature would require a totally different city building strategy (lots of parking and MT everywhere). ie it wouldn't be attractive to most players.

Of course my most important question in ths post was about the commute/cross-city-borders thing, but indeed this is broken in SC4, as you said. Connections are needed, to raise demand caps and export industrial freight, but sims too seem to prefer them. I think the best one can do is a different city layout: build industry at the city edge; I usually zone I at the corners, to minimize the pollution effect but often sims are reluctant to work there because... they're far away (they prefer the neighbour city although commuting there is finally longer); but you can expect that they will finally work in their home city too, esp if you zpne more R zones closer. Also some C along their route to the neighbour city can be a good solution: not only it can act as a "trap" for the outgoing sims (it's closer than crossing the city border) - although it is often occupied by sims from... the other city - it will also prosper due to the high traffic (I often get more development there, than in the CBD!). However all these just ease the problem a little, don't solve it. I have even considered extreme measures, like using traffic blockers (so that you have the benefits of connections, but not the traffic), but these look just funny (havng a connection AND a blocker). Careful city planning is rather the best workaround (not a "solution" unfortunately)...

Just in case others have this problem, you need to change the security on the \Program Files (x86)\Traffic Simulator Configuration Tool under Windows 7.  The Users group needs to have Full Control.

I'm not sure whether this question is more appropriate here or in a RHW thread, but my guess is that those who are experts in TSCT are also RHW experts.

My question is that the RHW does not seem to have any maintenance cost attached to it.  I changed the value in TSCT from the default of $0.35 to $5.00, then went back in the game.  I dragged out multiple stretches of long RHW, and the total for monthly expenses did not change.

Looking at the details of the budget window, I do not even find a line for RHW.  Maybe there is some other Mod or a NAM or RHW option I missed during installation?

I realize this question is not 100% related to the TSCT, but cuts across multiple facets of the game.  Feel free to move it if it would make more sense in a different thread.

Any help will be greatly appreciated!

    After a brief period of hair-pulling, and digging, I found the references to JRE 6 in the changelog, and in this support thread. Unfortunately, the LEX description doesn't note it. I added a comment to the download page to call people's attention to it.

    Believe it or not, some of us out here still use Win98, for a variety of reasons. JRE 6 is not supported on Win98 or WinME. While I have long since given up asking developer's for backward compatibility on the latest, greatest tools, it would be nice to have system requirements spec'd out in descriptions. Sigh... I know, I'm a dinosaur. (I do have a WinXP computer, it's just down with a flu....)

   That said, after re-writing the .bat file so it would run in aWin98/JRE5 environment, I got the following error list:

This is very interesting indeed; I have verified that what you say is true.  The game just ignores this number.

A little history might shed some light on what's going on here.  The RHW is based on the sole unused network in vanilla SC4 Deluxe.  Various comments indicate  that it was going to be a dirt road network, but it was never fully implemented.  However, enough of it was implemented so that it was possible to use it as the basis of the RHW.

Maxis left hooks for this network in most of the proper places, including the "Monthly cost for network tile" array in the traffic simulator.  In the original Maxis traffic simulator, this entry was set to zero.  When the RHW was implemented, it was set to 0.35.  When you change this value in the TSCT, the TSCT successfully changes it in the traffic simulator.

The only problem is that the game never looks at this number.  $%Grinno$%   It didn't have to in the released version, because it wasn't used.  And once the RHW was implemented, no one noticed that this number didn't do anything.  It's the executable program than manages these numbers, and since we neither have the source code nor are allowed to modify the executable, we cannot change the current behavior.

However, now that we know what the current behavior is, we should probably change the TSCT, the traffic simulator, and the documentation to reflect it.  I would suggest that the TSCT always show zero in this field, and have the whole control grayed out to make it clear that this cannot be changed.  I would fix the TSCT documentation to explain what's going on, and also fix the traffic simulator so that it shows zero in this field.  Stefan, how does that sound to you?

No, this is just a consequence of the fact that this cost factor was never fully implemented for this network.

I've developed TSCT with Java 6 since beginning. But I've checked out, if it would run under Java 5 and I finally create a version for it.
Although Java 5 is not supported any longer, I can send you a TSCT-J5 special version for Java 5.

I have a problem with the program, I open the TSCT and when I select any configuration and I need to save it in order to be applied then a message apears saying that  the TSCT was unable to modify the files because perhaps the SC$ was running, but it is not. What can I do?

Try to restart the computer. Sometimes that "releases" the files.

These problems that occur only in the most recent version of the TSCT are happening not because of any changes to the TSCT, but because the NAM Installer was changed to run in administrative mode in order to be able to install the 4GB patch.  As a result, the TSCT was installed while the installer was in administrative mode.  The solution for now is to run the TSCT in administrative mode when you need it.  A more permanent solution will be coming later.

In your main NAM folder, could you please list all files that begin "NetworkAddonMod_Traffic_Plugin_Z_" or "NetworkAddonMod_Volume_Data_View_Z_"?

Also, in your TSCT folder, is there a "backup" folder?  If so, what are its contents?

Finally, what is the version of the TSCT program that you are running?

I seem to have developed an issue with the TSCT by uninstalling & reinstalling the NAM.  There are two versions of the ...Traffic_Plugin_z & Volume_Data View_z in my main Nam folder.  I assume that there should only be one of each?

When I run the TSCT and select User's Guide, I get a dialog "Can't find the help file!".
I am running it in Wine on Linux. ()what()
Correction: I am running it directly on Linux.
Can anyone tell me where the User's Guide is supposed to be.

As a workaround I'd just locate the HTML file from within the installation directory, it's the path of least resistance.

If I were you, I'd re-run a custom NAM install and ensure "Run Cleanitol and Station Updater" is selected. Duplicate files is a sign that there might be other unwanted file around, doing this should ensure they are cleared out. Most likely this explains your controller problems too.

OK, I reran the installer for a custom TSCT.  When the TSCT window popped up at the end I edited to high & saved.  The NAM folder has two Data Volume views, z_medium & z_high.  And there are two Traffic Plugins, z_medium & z_high_custom (same as before). 

So, I ran the installer a second time for a custom TSCT & did not make any changes in the TSCT at the end, & there are only the Data View z_medium & Traffic Plugin z_medium (no custom file).  Then, opened the TSCT & changed it to high & saved.  It created the new files Data View z_high & Traffic Plugin z_high_custom, but the two medium files are still there.  So, the installer is creating the medium files by default & does not save over them with custom changes.  They have to be removed manually.

Thanks mgb204, but I do have the Readme_TSCT.html file. Maybe I'm not asking the right question. I can't seem to find the User's Guide mentioned in the Readme.

I have downloaded the file and put it in the TSCT folder but TSCT still complains that it can not find the Help File. Where does it look for this?

Thanks for the help with this, unfortunately, it will not work.
Even after a completely fresh install it still cannot find the help file.
Probably an issue with Wine. Maybe a missing .dll or other file.

Anyway I will have to get back to this later. I have a second option that seems more feasible at the moment.

My system is Windows 10 and I have problem with Traffic Simulator Tool. When I double click left mouse button, the program opens and function nicely. Until I try to save. When I save it, it says that it cannot save, possible because SC4 is running.

Well SC4 is not running in my Computer at that time, but I think that I know that it is Win 10 user Access problem. Tool is in My Documents folder and newer Windows are unhappy to give right to make any changes in these folders.

In Win 7 I was able to solve this by right click of the mouse and run the program as Admin. However now that I try it in win 10 only the command prompt flickers in the screen, but the Traffic Simulator Tool does not open. May be I have outdated Java?

Any idea how to get around this. So that I could make changes in my traffic file without installing the NAM again?

Sometimes there's a process as this ~exxxx.tmp in background, open Task Manager and kill it.

The permanent solution is to override the behaviour of Windows and "Take Ownership" of the folder/files in question, allowing you (the user with ownership) full read/write access. Whilst MS have disabled this to make things more secure, most sensible users would be safe enough doing this. A quick google search will show you how to do this, since it's a pretty common Win10 issue.

We'll have much more fun when people start using Win 10s, since that won't even allow .exe's to run. Only apps purchased from the Windows store, long and short, that's useless if you want to play games or pretty much use your computer, best avoided.

Thank. I was able to find instruction about how to take ownership. Oh boy that was complicated. Good job Microsoft.  :thumbsdown:

However, I still get error message. "Error deleting file (s). Sim City 4 is probably running." (After restarting the computer)

I may have done something wrong as it was complicated even with instruction with pictures.

Anyway, so I decided to manually delete traffic plugin file and start from blank. It is a workaround.

Well, I have a legitimate copy of Win 7, but so far I haven't begun hassle for reinstallation. :(

Windows 7 is rarely a big problem, provided you've got Admin rights assigned to your user account, you shouldn't need to do this. Win 10 is where the big changes came in, where your own files are not necessarily your own in terms of how the rights are assigned.

What I've found is that sometimes Windows has a moment and something gets locked which shouldn't be. It can be a nightmare to regain access to such files, but the utility described here (https://www.howtogeek.com/howto/windows-vista/add-take-ownership-to-explorer-right-click-menu-in-vista/) will allow you to switch ownership with ease.

The other potential problems come from the rights assigned to an application for accessing files. To ensure that's not an issue, first disable UAC (User Account Control) from the Users section of Control Panel. Additionally, right click the TSCT application and select Run as Administrator, to ensure it has full access rights.
