simple zoning/parcelization question

Some BAT's I've seen in the STEX are odd sizes.  What is the best way to zone for some of these oddballs that don't fit the 3x3, 4x4, 2x3, etc pattern.  If you hold down the control key that seems to make one really large parcel, but I can never get anything to grow when I do that.  Help please.  I'm having a hard time getting variety in my buildings.  I have 1GB of custom plugins, but only about 10% of those ever grow.

It is also a matter of demand (for the building/lot type/wealth you are trying to grow) and your (current) growth stage for the type/wealth. Also beware of zone density (do not zone high-density if the lot can grow on medium density too).

There are some properties in the Maxis exemplars that specify the (fictional) cost to aggregate and subdivide a lot. I tried to mod the latter (specify a higher value, hoping that it would keep zones from being subdivided) but this didn't work. Maybe this referes to grown lots and not zones.
