You could use the zoneria cheat( Hit Ctrl and x at the same time, and type zoneria in the box), it removes the zone textures on undeveloped zones.

I don't have the ID at hand , but all you need to do is open the SMP mod in reader and replace the rail/agriculture FSH for the dirt to a sandstone FSH.

I have similar problem but I don't have dirt texture along agricultural zones but I want them. I think that I have a mod which removes textures along agricultural zones but I can't remember...

You can also try Swamper's NoRailDirt Mod. This also removes beside the rail dirt, the 'wealth'-textures at agricultural zones.
