Can't open SC4 Datpacker

I download SC4Datpacker2008 from here and I download all the dll files need for this program and put it in the sc4datpacker2008 file, but I still can't open. The error is Traceback (most recent call last):
  File "datPacker.py", line 1, in ?
ImportError: No module named datPackerApp
What happen? How can I solve it?
