Stage Limits and Thresholds (Rush Hour)

These properties determine the percentual chances that buildings of a certain growth stages will appear (depending on the size of your region).

The threshold values are regional, and separate for the Residential, Commercial and Industrial development (see below).
Note that you need to have neighbour connection, either by road or rail, in order to see the capacities in your surrounding region.

Residential Stage Limits

The threshold values are in all cases the total regional residential capacity (not population): R§ + R§§ + R§§§.

In Vanilla, the same threshold values were used for R§, R§§ and R§§§.
In Rush Hour, Maxis changed the thresholds for R§, in order to allow them to develop faster.

Industrial Stage Limits

The threshold values are in all cases the total regional industrial capacity (not workforce): ID + IM + IHT.
Note that IR (agricultural farms) are not included in the regional industrial capacity!

In Vanilla, the same threshold values were used for all industries.
In Rush Hour, Maxis changed the thresholds for ID, in order to allow them to develop faster.

Grow Stage is a property of the lot exemplar an can be changed with a tool like iLives Reader. Grow stage is dependend from density and growing caps - changing grow stage without apropriate modding of density and caps may cause malfunction.

Pim-X calculates the proper grow stage on base of the density (sims/m3) of the LOD of the used bat, so normally there's no need to change grow stage of the lot - you would change the LOD of the building and/or lot size and then recalculate. Even to camify buildings this would be the way to go.
