Power Connections Won't Work

I'm trying to build a Power Plant in my Industrial City, and share it with my Residential/Commericial City, but it doesn't work.  It is not recognizing the connection, even though I have lots of excess Power and my residential city is crying for power.

What am I doing wrong?  Thanks for any help.

Did you drag out some power lines till you could no more? If you did, you should see a little window that says, "Would you like to create a connetion to Simnation?". Something like that. If you see it hit yes. the connection should be on the other side. It can be hard to understand for somebody new (like you). But I hope this advice helped. ;)

The residential city must have at least $5,000 cash on hand, must need the power, and if it already has some form of power production, this needs to be at least 500MW/mo or so to strike a deal of 1000MW/mo, ie two windmills are not enough, you need at least three.
