Is there any way I can make a blank lot for the lot editor so I can make a custom lot?

Of course there is  :)

If you want to create your own custom lots, I suggest you download the SC4 PIM . It's easier to use then the Maxis PIM / LE and besides 'eyecandy' lots it can be used to create growables, ploppables with jobs, civics and utility buildings, each to your own liking. Happy lotting  ;)
