If I can make one more post on that subject (I know the rules are for 1 pic per post). Notice the 9 tile subway plaza station has 3 separate roads around it. This allows sims to walk through the station if necessary to get to the commercial sector on the East but does not allows cars through. This greatly reduces congestion as it forces sims to drive to the main artery roads without taking shortcuts through backstreets which leads to congestion, traffic noise and pollution. I have found this planning technique significantly reduces unneccessary traffic congestion.

The pic below shows the commuter pathways. Note that the East side has a parking garage to allow sims to drive from lower density suburbs further East.
