the export region is greyed out! and i get an error while trying to save region. I have Sim City 4 Deluxe edition installed, and I'm running XP Pro on the computer it is installed on the log files shows.

 I'm surprised it would even start up with those errors.. looks like you're missing the dependencies. (check the doc's and threads)
