Unwanted Development or Nature Preserve????

Here's a brainbuster for ya!  I'll post a pic then explain what I'm trying to do.



What I'm trying to do is make a new suburban residential development on this northern tip of my Island.  My original plan was to take the avenue that ends at the East/West road, and extend it into the new development and have it as a collector road with side streets comming off of it.  But as soon as the avenue touches the hill right in the middle I CTD!!!! >:(   I tried bulldozing all the trees thinking that was the problem, ummm, no.  Then I thought I would terraform, and level out the entire area I want to build on, but as soon as i start to terraform this hill, again, I CTD!!! >:(   I have never had a problem like this in a long time,  I am constantly doing new developments with no problem, I don`t think it can be a plugin because just before I started on this development, I was working on one in another city, and since I had not downloaded any more plugins.  I don`t know why this darn hill does not want to be altered,  I don`t beleive SC4 is complex enough to develop it OWN Nature Preserves! :D  Nevertheless I am out of ideas, has anyone run into this kinda problem before.
