Trouble building a diagonal onslope transition with RHW

Hi everyone, I'm trying to build a diagonal onslope transition with McDuell's tutorial and the DBE but after plopping the filler pieces and removing the DBE from my plugins folder I can't build the RHW-2 road in the tile adjacent to the onslope transitions as a "unsuitable grade for construction" message displays. I tried to flatten the land over and over but it doesn't work, any ideas why this is happening? Thanks in advance!

Isn't that going on the top of the slope ?

Try the placement out next to the road, so you get an idea how it works first.
