Can IR Fix for CAM 2 be made to work with SPAM?

I read up ages ago from http://sc4devotion.com/forums/index.php?topic=12947.0 about making it so the IR change from CAM could work with SPAM.

I do not use CAM but I do use SPAM and I know that the SPAM does some tweaking to demands from playing the game with it and reading the above thread. Jmyers had seemed to been able to make  the Cam IR fix work with SPAM by removing what he mentioned in the thread.

So what I want to know is will using http://www.moddb.com/mods/ir-fix-from-cam-vanilla-series/downloads/ir-fix-from-cam-vanilla-series-windows-version work if I do what he suggested in that topic I linked? I use the SC4 launcher mod and I applied the 4gb ram patch to the exe.  I use NAM, but i don't believe that touches the SimCity_1.dat .

Edit: I went ahead and followed the old thread I posted finding and modified what I believe to be correct.Everything seem to work fine enough, when I have time to have a long playthrough I will test more.
